Beginning in 18 th century establishment “zone of peace” according to Kant b. Described as “pacific federation” or “pacific union”: Mostly Europe and North America c. Liberal states exercise peaceful restraint and a separate peace exists amongst them- democracies are separate from other types of states d. Potential global peace: as number of liberal states increase, increases possibility of World Peace Liberal Internationalism II 2. International “Imprudence” a. Peaceful restraint only works in relations w/ other liberal states b. Liberal states fought many wars w/ non-liberal states c. Many “prudent” wars of defense against aggressive non-liberal states d. Liberal states also fought large numbers of aggressive wars Liberal Internationalism II Limited explanations of Liberal or Democratic Peace 1. Balance of power approaches fair poorly in explaining Democratic peace
