12 What Is the Purpose of the HEIR Guidelines? Not possible to bring all highway elements to standard. HEIR helps determine the right investment, in the right place, at the right time. To achieve this, guidance is given regarding economic analysis and safety in design. Tools are provided to aid in making cost-effective decisions. Module 1

13 NOTE: Decisions must still be made by considering the various trade-offs involved and by relying on good engineering judgment. HEIR is NOT a “magic box” that will provide definitive answers. The calculations only provide an estimate of benefits. Module 1
