Many realizes the sensitive nature of health and medical information. The government put standards in place to minimize the risk of this information getting into the incorrect hands. The Health Insurance Portability and Accountability Act (HIPAA) was passed in 1996 by Congress. HIPAA provides baseline privacy and security standards for medical information. Many are knowledgeable of HIPAA as a privacy and security law medically. This, however, was not the initial purpose. Initially, HIPAA was put in place to set standards for transmitting electronic health data and to allow workers to transfer and/or continue health insurance after they may have lost their jobs or changed jobs. It was not until 2003, that the US Department of health and Human Services (HHS) issued and adopted the HIPAA Privacy Rule, Security Rule and Enforcement Rule (Fact Sheet, 2015).
