Behavioralists are foundationalists. What is the primary applied epistemology? Behavioralists have a scientific or positivist epistemological position. What is/are the primary IR or social science theoretical perspective(s) drawn upon? Behavioralists largely draw on philosophy. They seek to transform political science into a true social science. In what terms is power defined? Kaplan’s balance of power theory. In what terms is the state defined? Is the state an active or passive actor? For most behavioralists the individual person is the basic unit of analysis and the state is not more than the individuals who make up the state.
