The project manager should always have that in the back of their mind, because people always change their mind, and when they do it is generally when in the middle of a project. if the project manager has it in their head, then chances there they have a backup plan just in case this does happen, and in this plan they should have a backup budgeting system just in case they do need to cut back on certain costs to make up for this change. This does pose the risk of having a lower quality result due to the change in budget. This also means they may have to hire more workers to get the job done on time, which will in turn add more to the budget just to stay on top of the time line. However, if the project manager is prepared and accomplishes this before the project begins, then it should not put too much stress on the team.
