How and why did Harry Truman try to “scare the hell” out of the American people? Harry Truman tried to “scare the hell” out of the American people because he needed the cooperation of Congress to provide aid for these countries that would otherwise be helpless against the Soviet Union. “Without U.S. intervention… Greece, Turkey, and perhaps the entire oil-rich Middle East would fall under Soviet control. But, warned an influential Republican senator, Congress would not act unless the president ‘scare[d] hell out of the American people’” ( Out of Many, p. 584). He attempted to do so through warnings and statements condemning the enemy. He also made the American people feel uneasy about the situation overseas, leaving them vulnerable to propaganda influence. “If we falter in our leadership, we may endanger the peace of the world—and we shall surely endanger the welfare of this nation” ( The Truman Doctrine – March 12, 1947, p. 2). There were comments made regarding the timing of action as well.
