Outside of Western Europe, the success rate of stable democracy varies widely. In the Americas, 68% of all countries qualify as free, versus 41% of the Asia Pacific region countries, 20% of SubSaharan Africa countries, and only 11% of countries in the Middle East. Based on what you know about theories of democratic stability and the facts provided to you below, what two theories best explain these patterns? You MUST discuss at least three world regions in your answer (20 points for each world region). You should also talk (more briefly) about why the theories you did NOT choose didn’t make the cut. You should pick the SAME two theories to explain all three world regions: this is an exercise in generalizability. However, a factor’s presence in one region versus its absence in another may explain success versus failure. Countries amongst Western Europe have the most stable democracy in the world. A democracy is a system of government that meets three essential conditions: competition, political participation, and civil and political liberties. The success rate of a stable democracy coordinates with the amount of “freedom” a country has in terms of its political and civil liberties. The theories of democratic stability include modernization, inequality, democratic culture, religion, ethnicity and diversity, hardliners and soft liners and the demonstrative effect. The modernization theory argues that high levels of economic development are associated with a stable democracy. This theory does not do a great job of predicting when democratic transition will occur, but rather which democracies are going to last. In addition to this, ethnic diversity is amongst the democratic stability theories, and explains that countries with low levels of ethnic diversity are more likely to sustain a democracy. The two best democratic stability theories that explain the patterns of success rate of stable democracy are the modernization theory and ethnic diversity. The success rate of stable democracy in the Americas is at a good rate, where 68% of all countries qualify as free. The Americas have experienced substantial growth in modernization, contributing to its overall democratic stability. An instance of this modernization arose in Brazil, in which was the pioneer in the development of the Conditional Cash Transfer programs. These
