1. South Carolina is stating that their reasoning for prohibiting Tattooing completely stems from concerns about seedy tattoo parlors and dirty needles that spread infections and diseases. 2. Ronald White argued “It’s our personal right as Americans to choose how we express ourselves--on our bodies especially--and that is of the utmost importance to me”. In that tattooing is a form of artistic expression and believes that it’s constitutionally right to have art, symbols, words permanently inked into their skin. 3. The South Carolina law is trying to say that you cannot place conduct in the same category as expression and assume you’re entitled to having First Amendment protection. With that being said, this law is not targeting obscenity, tattoos are not a form of pornography. Obscenity is supposed to be hardcore porn, tattoos are not in the same field of porn. 4. I believe that the government of South Carolina is trying to position the issue of Tattoo Bans as a conduct law rather than a form of expression. Their reason being for repealing
