1TO: Dr. Warren Palmer From: William Roper SUBJECT: In class property rights experiment DATE: September 11 th , 2006 The following memo shows the results of an in class experiment performed by Dr. Warren Palmer with assistance from his students in the class Principles of Economics 199. The test had two rounds with different rules and scenarios. The results clearly show an increase in equality when property rights are implemented and enforced. In the first round of the experiment, four volunteers were given the chance to pick up as many quarters off the ground as possible in one minute. The rules were that once a quarter was picked up it officially belonged to the person with the quarter in hand. If there were quarters left after one minute a second round would follow. The quarters were quickly picked up and none were left with two people receiving three quarters each, one person getting a single quarter and one person receiving no quarters. Four new students then stepped in to carry out the second
