Ramzan Kadyrov President of Chechnya Nation Building refers to the process of constructing or structuring a nation using the power of the state. This process aims at the unification of the people or peoples within the state so that it remains politically stable and viable in the long run. Nation-building can involve the use of propaganda or major infrastructure development to foster social harmony and economic growth. Dependency Theory is a body of social science theories, both from developed and developing nations , that are predicated on the notion that there is a center of wealthy states and a periphery of poor, underdeveloped state s. Resources are extracted from the periphery and flow towards the states at the center in order to sustain their economic growth and wealth. A central concept is that the poverty of the countries in the periphery is the result of the manner of their integration of the "world system", a view to be contrasted with that of free market economists, who argue that such states are progressing on a path to full integration. Privatization is the transfer of ownership from the public sector (government) to the private sector (business). A transfer in the opposite direction could be referred to the nationalization or municipalization of some property or responsibility. The term is also sometimes used to refer to government subcontracting a service or function to a private firm. Mikhail Khodorkovsky is a Russian businessman, a former Komsomol activist who became one of Russia 's oligarchs at a very early age. He was later convicted for fraud and tax evasion and received a 9-year sentence. As of 2004 , Khodorkovsky was the wealthiest man in Russia , and was the 16th wealthiest man in the world , although much of his wealth evaporated because of the collapse in the value of his holding in the Russian petroleum company YUKOS . United Russia is a political party in the Russian Federation which usually labels itself centrist . It backs the current President , Vladimir Putin . It was founded in April 2001 as a merger between Yuriy Luzhkov 's, Yevgeny Primakov 's and Mintimer Shaeymiev 's Fatherland - All Russia party, and the Unity Party of Russia , led by Sergei Shoigu and Alexander Karelin . Duma is any of various representative assemblies in modern Russia and Russian history. The State Duma in the Russian Empire and Russian Federation corresponds to the lower house of the parliament . It is also the term for a council to early Russian rulers (Boyar Duma), as well as for city councils in Imperial Russia Federation Council is the upper house of the Federal Assembly of Russia ( parliament of the Russian Federation ), according to the 1993 Constitution of the Russian Federation . Each of the 85 [1] federal subjects of Russia , consisting of 21 republics , 47 oblasts , eight krais , two federal cities , six autonomous okrugs , and one autonomous oblast send two senators to the Council.
