B S H S / 3 5 5 | 2 SOCIAL POLICIES DESCISIONS-MADD Mothers Against Drunk Driving(MADD) was formed on September 5, 1980, the purpose of MADD as specified in its items of Assimilation were “To aid the victims of crimes performed by individuals driving under the influence of alcohol or drugs, to aid the families of such victims, and to increase public awareness of the problem of drinking ad drugged driving” (MADD, 1980). MADD is a non-profit organization in America and is supported by many institutions as well as the public. Understanding why MADD was created, and the problem that lead to the creation is vital for appreciating the organization and all it stands for. Identifying how this problem was identified as a social issue, and the policies created as a result of MADD’s influence show clearly how drinking and driving is a violent crime that needs constant addressing. Of course, problems are expected and experienced while implementing policies, and effects of social policies on human services help future service workers in delivering better care for his or her client’s needs. Why was MADD Created? Clarence Bush struck and killed Cari Lightner a teenager living in Fair Oaks, California, in 1980. Cari’s mother Candy Lightner was devastated. Ms. Lightner learned from police officers that Clarence Bush had a history of being arrested for drunk driving, and was detained for leaving the scene after hitting another person, while under the influence of alcohol, a few days earlier. Police officers stated that drunk driving did not have prominent punishment and Clarence Bush would not be reprimanded harshly for the murder of Ms. Lightner’s daughter. Candy Lightner knew she needed to do something about what she states “is the only socially
