Several Acts passed -Divided the South into five military districts -Called for new state constitutions that would guarantee black men the right to vote -Had to ratify the 14 th Amendment Republican aims-if the acts go through black people would support the Republican party and the Republicans would be able to enlarge their electorate and voter base and could keep their spots in Congress Republican beliefs-if they give blacks their rights blacks would be able to
