The congress system only lasted for about 25 years though, and deteriorated with the Greek war of independence and British succession from the congress. The various alliances set up such as the Quadruple alliance and the holy alliance created new reasons for insuring peace. Metternich in the Holy Alliance played off the idea of morality in sustaining peace. The Concert of Europe provided for 50 years of peace before the Crimean war and the Wars of Italian unification. Though Prussia and Austria were battling for dominance in the German states, what prevented one from becoming dominant? Was it an emerging sense of the general good, an idea previously unknown in Europe, or was it merely that neither could pull ahead?...
