The burden is on the PUBLIC OFFICIAL to make it private Griffifs says this isn’t true Salt River Case o Griffis says that: 1. Must decide that the record is a PUBLIC RECORD 2. Once you determine its public, you apply the analysis that its in the best interest of the state to make it public or private

Griffis takes away the presumption Kalamath Falls Case: US Supreme Court in dealing with a different issue, may have over turned Salt River Case. Why is the Griffis case reliant upon it? ******Based on Griffis, in AZ today, the final decision if it’s a public record is the JUDGE!
