Describe how Congress (both chambers together) and the Senate acts as a check and a balance against the power of the President. Congress can pass legislature , impeach a president and veto laws. 3. What does Article II, Sections 2 & 3 say about the bureaucracy? A bureaucracy is a large, complex organization in which employees have specific job responsibilities and work within a hierarchy of authority. The president is generally thought of as the highest in the hierarchy, but really there are enough checks and balances that it all evens out. 4. What are historical examples of Executive Orders and Executive Privilege?
