They were completely innocent but they were going to cause your death if the airplane was not shot down. Agency = aiming at killing you. Sometimes morality says that you must sacrifice yourself and let someone else live. as is the case in Trolley, Starvation, and Riding-Roughshod. You had to kill someone else to prevent yourself from dying, but it is not morally right.
