What are the facts as you know them. Name the individuals/groups involved who have a stake in the outcome.

Environment? Do some of these stakeholders have a greater stake than others? Is something illegal happening? Should not be from a religious or belief point of view. What are the optional actions in this situation? Are any of them “easy ways” out of the dilemma?
