LBJ: education as “answer to all our national problems” Great Society? o New federal programs to curb poverty and expand opportunities of  disadvantaged.  Regan: 1883 report  A Nation at Risk o Set in motion continual movement w/ curriculum standers and  standardized testing.  No Child Left Behind: o Shortcomings?  o Signed into law on 1/02 o All students must be proficient according to state standards by 2014.  o Federal Govt spending on education increased by 50% between 01 and  06.  o Money fell short of actual need though.  o States: worst budget shortfall since WWII Who governs Education? o Always been governed by states and localities.  o Largest share of state/local government spending.  o Who pays? o Why do we pay even if do not have school aged children?  Schools have Many Bosses! Us Dept. of Education: Created in 1978  10 th  Amendment- reserved powers  Exception: DC. Board of education derives funds from Congress.  Major Policy Decision and Large scale resources issues?
