This is seen through the gradual build up of mutual cooperation (reciprocity) and changes in norms and public opinions (identity). b. Immanuel Kant, a German philosopher, 200 years ago gave 3 answers to peace and cooperation i. The first was to develop a world federation, similar to the UN ii. The second was operating at a lower level of analysis. 1. Have legislatures that keep monarchs in check 2. Look closer to the internal character of governments iii. Trade promotes peace 1. Why give up something that builds wealth and benefits everyone 2. Realists are skeptical because it may create short-term tensions because one state may fear that the other has leverage on them
