May 11 NSA- national security agency- after 9/11 has been listening in on phone conversations that go back and forth from US to another country, without a warrant. Foreign Intelligence Surveillance Act- FISA 1977- reviews requests to make wiretaps. It was created b/c it was revealed that the CIA, FBA, etc was listening in on phone calls without warrants, and tracking political opponents of whoever was in the while house. This is partly illegal, at least suspicious. They are also collecting the records of who called who, when. They want to get a record of every call ever made, everywhere in the US A of C- no ability to regulate trade. States were proposing their own treaties with foreign nations. Constitution- had an interstate commerce clause. National currency. The national government makes treaties with other countries. Bill of rights gives national government the responsibility of protecting people’s property. 5 th amendment- “takings clause”- the government cant take your property without compensating you for it Hamilton’s plan- the assumption of state debts is given to the national govt. High tariffs
