Term of Reference or TOR is referring to the document which explains the objective, scope of
work activities, to be performed, respective responsibilities of the procuring entity, the bidder,
and expected results and deliverables of the assignment. Furthermore, TOR is a strategy-level
document that defines the tasks and duties required of a project contractor and highlight project
background and objectives at high level. The document also states the planned activities,
expected inputs and outputs, project budget, working schedules, and job descriptions. It is used
to judge about the performance of contractors, consultants, and other project stakeholders.
Hence, the role of TOR is to provide a clear understanding and to specify the amount and type of
work to be accomplished by the project. It is a governance document that establishes and
determines the relationships between all project stakeholders. TOR are developed once a project
has been, identified and planned, (McConnell, 2012).
This essay will be focused on the three given TORs such as Dredging Project (Project 1), and
Namosi Joint Venture Mining (Project 2), Namwaka Gravel (Project 3). The discussion will be
based on the similarities and the differences between these three TORs in terms of structure,
level of detail, specific pieces of information requested and explaining which project overlook
something in its TOR.
