Christopher Brock October 17, 2002 How can Halloween be made safer for young people? “Oooh mom! That one’s scary, I want that one!” Every single year, eager parents flock to the local department store to buy their kids the most frightening and sometimes the “cutest” Halloween costumes their probing eyes stumble upon. These days we’ve got the luxury of having flame-resistant and radiant glow-in-the-dark Halloween costumes to protect children from such things as inattentive drivers, animals that are frightened by bright objects, and pyromaniacs. Yes, some of the measures to keep kids safe have arguably gone too far; some of them are essential in keeping Halloween a safe holiday. One way to make Halloween safer for children would be to enforce a law that prohibits children under a certain age from going trick-or-treating without a parent or an older sibling. Almost all Halloween kidnappings occur when a child is alone; that goes for kidnappings that happen on days other than Halloween, as well. Having an older
