2 The financial expenditure of Yellow Township has significantly reduced during the period between 2009 and 2010. In 2009 the township had spent a total of 2,925,000 while in 2010 expenditure amounted to 1,103,000 showing a decrease of 62.29 percent. This eventually led to a decline in the utilization of the resources on the local community. In auditing this township, the auditor needs to determine if the federal programs are type A or B. The type A programs are significantly larger than the type B and would pose more risk. Type A programs depend on an auditee’s total federal awards expended, as shown in the below table. Federal programs that do not meet the type A criterion are type B programs. According to the OMB circular A-133, the criteria is as follows When Total Federal Cash and Noncash Awards Expended Are— Type A Programs Are Any Programs With Federal Awards Expended That Exceed the Larger of— More than or equal to $300,000 and less than or equal to $100 million $300,000 or 3 percent (0.03) of federal awards expended
