I do rub shoulders with some of the most vile, sadistic men calling themselves leaders today. But some of these men are the enemies of your enemies. And while the biggest arms dealer in the world is your boss - the President of the United States, who ships more merchandise in a day than I do in a year - sometimes it's embarrassing to have his fingerprints on the guns. Sometimes he needs a freelancer like me to supply forces he can't be seen supplying. So. You call me evil, but unfortunately for you, I'm a necessary evil. i – Yuri Orlov Question: Do non-state actors have a legitimate role in global politics? Globalization is a term used to describe the growing interdependence of people around the world with regard to societal influence, economies, and cultural exchanges ii . It is a force than cannot be stopped, especially in the twenty first century with a booming technology market, rapidly making the world increasingly smaller. With worldwide organizations like N.A.T.O and the United Nations having increasingly more influence on international policy, it is putting immense pressure on Transnational Corporations (TNC’s) and Transnational Organized Crime (TOC’s) to tighten their organizations in order to survive. This paper will show that non-state actors such as (TNC’S) and (TOC’S) may be detrimental in some cases to our global society, but do indeed have a legitimate role in global politics. It will show the positives and negatives of international organized crime from its roots, to becoming a trillion dollar industry yearly. It will display how transnational corporations got a foothold in global markets and how they have evolved into conglomerates spanning through out 6 continents. It will show how important these transnational corporations are to the continued success of our economy. This paper will show that these organizations are so embedded into our society that to

remove that would be ultimately a time consuming, money losing futile mission. Most of all this paper will display that these two types organizations are essential in the continuation of our current society and to remove them would be a step backwards instead of forward. The emergence of organized crime in the transnational sense is connected to the changing nature of defined states and a constantly changing economy. Our society is past the stage of hollowing out the state and implementing structural reforms and policies, so what can be done to curb global organized crime? There are many theories on the subject, but this paper will focus on the acts of turning illegitimate business into legitimate, the Black Market and the rise of “crime states” in a modern setting.
