2Component 1: ProposalAn Explanation of the PlanSeveral issues need to have a plan implemented for the Wokefield Police Department to bemore effective. The first issues consist of two internal factors, the drop in morale in thedepartment and the budget constraints. With the drop in confidence officers are wanting to resignor retire. The department does not want to lose an officer that has been trained and has thepotential to the job because of low morale. With the increase in violence in our community thereis a need for normalcy. The community needs to know the officers that serve them, and eachofficer needs to feel like his service is appreciated. The department needs to have trained andcompassionate officers, we do not want to be a revolving door of new officers. There is a needfor new officers but maintaining the officers on hand is just as important. Losing officer leads tothe second internal issue, the budget. The budget is constantly strained, but the new budget has ahigher loss of revenue. The budget cannot increase this year but with work it can be better nextyear.Improving morale is the responsibility of each person working in the department. However,supervisors and administrators have “more control and are often able to influence at muchgreater levels” (Johnson, 2019), which puts the responsibility of declining morale on the leadersin the Wokefield Police Department. The first step in improving morale there needs to be atraining class for the leaders in the department. The training class needs to reiterate thefollowing:1.Giving credit where and when it is due, praise in public and discipline in private.
32.Intentionally look for the things being done right by each officer and praise/rewardaccordingly.3.Do not micromanage. If an officer is chosen for a job, then there were qualifications thatmade leadership decide the officer could do the job. Have faith in the officer’s work4.Get to know each officer that is under your command. Understanding those under youwill help to know what issues they are facing and lets the officers know someone caresabout their situation.5.Ask what can be done to improve morale and accept that as a person in charge there is aresponsibility to help increase morale.6.Address and eliminate unnecessary conflict. The department does not need more stressthan there already is by just being an officer.7.Celebrate the little things in each officer’s life, such as birthdays and promotions.8.Have open, honest, and positive communication.According to Johnson (2019) “when morale is high, there is a buy-in to the department's goalsand overall mission. High morale helps officers cope with the day-to-day demands, the ups anddowns of the job, and with issues and discouragement that often coincide with police work”. Thesecond step in improving morale is to have a refresher course that reinforces existing protocoland introduces new training techniques. The better each officer does the job, the better the officerwill feel, building morale in this department.
