It is my understanding that the College Tool Company, Inc. would indeed have to develop an affirmative-action plan. The reason for this is executive order 11246. Due to the size of the company and the dollar value of the contract, they would be bound under this law. Based upon the data provided this company would need to implement an affirmative action goal for hiring more females, as they are only 5% of the employee base
