Secretory cells and tissues Definitions Roots —a plant organ that functions in anchorage and  absorption; most roots are produced  below ground. -- Stems —a plant axis with leaves or enations. Leaves —a flattened usually photosynthetic structure arranged in various ways on a stem. Flowers -- Meristems —a region of undifferentiated cells in which new cells arise. Apical meristem —a meristem at the tip or a shoot or root. Protoderm —the primary meristem that gives rise to the epidermis. Ground meristem —meristem that produces all of the primary tissues other than the  epidermisand stele. Procambium —a tissue produced by the primary meristem that differentiates into primary  xylem and phloem. Primary tissues
