02/01/07 Third paradigm shift early 1970s—government intervention in the form of the FCC, political economic influence in the targeting audiences, grassroots media reform movement Nicholas Johnson, aggressive new FCC chair, goes into the dismantling of the vertical integration New financial syndication rules, in terms of who owns the product; originally networks owned all of it Nixon administration thought that the networks had become too powerful, and were concerned they were going in too much of a liberal slant, especially in news One hour of primetime obligation given to the local affiliates as opposed to network program, mostly led to a local news (served public interest clause) or game shows/reruns Anti-smoking ad act of 1971 banned cigarette commercials on television Third Report and Order of 1972—opened up the field of cable television as a competitor to the networks HBO, special events: sports, movie… wouldn’t get original programming as a competitor until early 1980s
