Notes for African test number 2 African International Relations Preferential Trade Area for Eastern and Southern Africa- PTA(1981), which was  transformed into the Common Market for Eastern and Southern Africa  (COMESA) in 1993 Criticism of the OAU - OAU’s ability to play and effective role in African international relations has  been questions  -Lack of support for human rights -whether military leaders who had illegally gained power should be recognized as  legitimate leaders of African countries -Claude Welch, JR argues that the “OAU (165) practices” -In the 1980’s African leaders finally began to question human rights abuses with  the creation of the OAU African Charter on Human and Peoples rights (Banjul  Charter). -OAU failed to mediate in internal conflicts as well as conflicts among countries.
