Kennedy’s Foreign Policy 30 March 2006 Reading:  Was Kennedy militant or peace-minded?  It’s best to see him as a leader whose policy was  undergoing constant change.  There’s no question that he entered office determined to win the  Cold War.  He was an impassioned Cold Warrior.  But by the time of his death, he had come  much like Ike to realize the foolishness of that strategy.  In all of this, he was heavily influenced  by his younger brother Robert Kennedy who was Attorney General of the United States even  though he was only 35 years old.  Bobby was JFK’s primary advisor on foreign affairs.   One of his first acts was to begin a massive arms buildup.  He bought anything and everything  that could be used militarily.  He both stockpiled the nuclear warfare and dramatically increased  the arms forces.  The purpose for this was that he did not believe that Eisenhower’s policy of  massive retaliation would work any longer.  Instead the president needed a policy named  Flexible Response.
