Delegating Powers What was the Supreme Court’s holding on  whether Congress had exceeded its authority in  delegating powers to EPA? NAAQS control  the margin of safety from  pollutants The goal of NAAQS is to control the margin of  pollutants to protect the health of the people “The implications for industry become concrete  only through subsequent implementation actions  by the states or (if the states fall short) by EPA.” The implications give Congress time to make  adjustments to avoid excessive socioeconomic  effects
