Policy Advice Federal standards  must be created for  the amount of Carbon  produced by concrete  creation.  A $5 billion dollar  research fund should  be set up to fund  research into the  topic. Buildings must be  built with less  concrete and use  other materials such  as steel. A consortium of major  cement producers  must be organized in  order to build  encourage the market  to respond to the  need for eco-friendly  cement.

Land Usage Recent trends by the  federal government  have seen a reversal  of previous  conservation  practices that were  crucial in protecting  our public lands.  Drilling, logging,  mining, etc. of public  lands has grown more  numerous in the last  five years. Policy Advice Currently, 2.6% of land outside of Alaska is protected from logging, drilling, grazing, constricution. This should be increased to 4.5% in the next ten years. Strengthen enforcement of the Wilderness Act of 1966 and increase its scope of administration. Legislation should also be drafted to protect public lands, specifically in Alaska, from drilling . Zoning laws must be mandated for all cities and municipalities by state governments. A study should be initiated by the federal government to study the effects of zoning laws on urban sprawl and construction....
