Basic Law First of All…. Hong Kong used to be a British colony , but on December 19, 1984 the Sino-British Joint Declaration was signed between the Chinese and British governments, deciding that Hong Kong would become a Special Administrative Region of the People's Republic of China (PRC) on July 1 st 1997 . The declaration also stated that Hong Kong would not adopt China’s socialist system , but would continue its capitalist system for 50 yrs after 1997. What is Basic Law? Hong Kong Basic Law , serves as the constitutional document of Hong Kong A special drafting committee under National People's Congress (NPC) of the People's Republic of China created the document and it was approved on April 4, 1990 . Basic law went into effect on July 1, 1997, when Hong Kong became a Special Administrative Region. What is a SAR: an administrative division of the People's Republic of China. Each SAR has a Chief Executive as head of government in that region .
