April 8 th Implementation 1.) George Edwards III – Implementing Public Policy - 1980 a. List of the basics that should be attentive to i. Slippage – distance between what was proposed in the policy and what is implemented. ii. Process that is rarely successful if you have exactly what you want in your head iii. If policy isn’t controversial its not all that exciting iv. 4 variables of challenges to accurate implementation 1. Communication –rely on someone else to carry out the policy a. Have to communicate effectively to get things done b. Rely on others c. Transmission of ideas i. The more people you have to communicate to the more likely there will be distortion ii. Number of layers in the bureaucracy the more distortion d. Clarity i. Find things that may be contradictory within the same bill ii. If overly specific then there is the tendency to distort what needs to be done overall and focus on the small groups iii. Focus on one thing and undermine the overarching purpose of the
