Senate expected to be a more elite and conservative branch, and congress was supposed to be populist. Congress is least popular branch as everyone blames Congress. Two houses are designed to make Congress less efficient and power is too slow down laws. Representative government is biggest restraint an oxymoron. How close one in power can mimic the people, and governing has to do with taking power with control.
