GOVT 111 Final ESSAY #1 Social policy in national and state government in the U.S. has become the largest category of public policy and the “third rail” of American politics. Your task is (1) to trace the development of social policy since the 1930s and (2) to identify and evaluate three or four specific policies that in your opinion are the most important. The best essay would also make a stab at desirable reforms. Social Policy Social policy is made up of three main components: o Taxation o Welfare o Civil Rights Taxation o Every tax is a social policy (Jonathan Swift) o All taxes are inherently discriminatory. o With things such as graduated income tax it becomes a social policy. The beginning of the “fiscal policy” (Keynes) Keynes felt that taxes should go along with the business cycle. Welfare o Three principle components: Taxation as a welfare policy. Graduated income tax and the beginning of the “fiscal policy.” Welfare as a form of cooptation (Bismarck).
