Outline the specifics of emission standards, e.g. designated design capacity, emission rate criterion, and specifications for control systems. Are there allowances made in calculating NMOC emission rates for landfills located in arid regions, such as Socorro, New Mexico? Explain. There are many emission standards for municipal solid waste (MSW) landfills which include: *The design capacity has to be greater than or equal to 2.5 million megagrams (Mg) and 2.5 million cubic meters. *The non-methane organic compound emission rate must be 50 megragrams or more per year. *The MSW landfill shall include a LFG collection system to control emissions using one of the following: 1)An open flare 2)a control system designed and operated to reduce NMOC by 98 weight % or 3) an enclosed combustion system designed to reduce outlet NMOC concentration to 20 ppm as hexane by volume and dry basis at 3% oxygen or less. To calculate the NMOC emission rates for landfills in arid regions the arid climate must receive less than 25 inches of precipitation on average per 30 years, such as New Mexico.
