Memorandum To:  Roland Rowe and English 341 students From:  Vanessa Barela Date:  July 5, 2007 Subject:  Analysis of Environmental Close-Out Report The purpose of this memorandum is to analyze an Environmental Close-Out Report. Close-out reports are vital in engineering because they unbind the engineer from working on the project and confirms that the construction is complete. This environmental close- out report is for a Superfund site, which is being recovered in Albuquerque. It states the pollution levels, what is being done to remedy the situation, what steps have been completed, a timeline for completion, and letters that state the unit is “operational and functional.” The people who read this document are project engineers, construction managers, the state who funded the project, the Environmental Protection Agency (EPA), and any attorneys involved. These documents are used when a project’s construction is complete or when a particular phase of the project ends. The document is required in particular for Superfund sites
