GOVERNMENT 310L 1-29-09 Outline: I. Government Organization Prior to Constitution 1. Continental Congress 2. Articles of Confederation 3. Weaknesses 4. Movement to reform II. The Constitution a. Convention specifics b. Common principles c. Major debates/controversies i. Representation (VA, NJ, CT plans) ii. Separation of powers iii. Checks and balances iv. Executive authority Connecticut Compromise o Bicameral legislator House and senate Representation: o President Did not want direct election of president. (czar) Did not want Congress to elect President either. Electoral College Indirect election based on the states. Small state bias- each state get 2 additional votes. The addition votes are not proportional to each state. o Vice President initially would have been the runner up. No clear line of succession in Constitution. Did not work out so well cuz there was bad feelings, especially once parties came into play.
