REGAN Thursday, November 06, 2008 12:05 PM An Affable Figure Reagan was an 'passive-Positive', according to Barber He was a 'Reconstructor' according to Skowronek Both seem to fit well Hargrove labels him 'event-making' (end of Cold War) Enormously likeable figure on a personal level, compliant and easy-going but 'hands off'  style Helped shape a new political agenda which dominates today (anti-government, taxation) The Micromanager The very opposite of Carter Preferred to read one- page summaries with a list of policy options on it (chairman of the  board style) Set general tone (simple vision) but left details to others Had a unique form of formalistic system in his first term ('troika' of james baker), Ed  meese and Michael Deaver) This changed in his second term (Don Regan as sole Chief of Staff) The Great communicator
