Merck and River Blindness Situation : River blindness, a disease caused by parasitic worms in the Middle East Africa and Latin America, is a major cause of illness, blindness and death in developing countries. In 1978 the disease had no safe cure. However, Merck scientists, who were testing ivermectin on animals, discovered the drug killed a parasite in horses that was similar to the worm that caused river blindness in humans. Further research to determine if the drug could be adapted for safe use with humans would cost millions of dollars and it was unlikely the victims or the governments of these countries could bear the cost of development or purchase. Since the drug was not needed in more prosperous countries, Merck’s prospect of recouping its costs was almost zero. Should Merck proceed to develop the product and provide it to the victims in the developing countries?
