POLITICAL SCIENCE 6 – 10/17/08 Democracy and Development : Amarta Sen: Development as Freedom The Importance of Democracy : Poor countries must often choose between democracy and economic development. (Lee Thesis) If development is imperative, democracy is a luxury that poor countries cannot afford. Are Authoritarian Governments Associated with Economic Development? There is no empirical relationship between economic development and authoritarian governments. (Lee thesis is not supported.) Economic Development is advanced via: Economic Competition International Markets High level of literacy and education Land reform Incentives for investment, industrialization and export. Must we choose between democracy and economic development? (No) Our conceptualization of economic depends on public debate and discussion. Development is advanced where people can elect their leader and leaders can be removed from office when their policies fail (Democracies don’t have famines). The intensity of economic needs adds to the urgency of political freedoms.
