General As part of Texas State Technical College Marshall’s marketing strategy, we are looking for a company who can provide complete advertising strategies and products to fulfill our concern of reaching our target audiences. As part of this package we are on a fast paced time line and limited budgetary resources. TSTC Marshall is seeking an advertising and marketing communications services contact agreement for one year, with annual renewal options for up to three years at one year increments. Future budgets are not yet known. The successful company will: 1. Create print, radio and electronic advertising; 2. Serve as a provider of graphic design, copy writing, promotional photography and related services for the development of marketing communication materials; 3. Provide standard advertising, marketing and public relations services, which may include campaign planning, creative concept development, graphic and design services, production, copywriting, media plans and buys, video production, research, public affairs counsel, communications planning, media training, etc; 4. 1. The successful company must have sufficient design staff to at least 5 employees to and meet tight production deadlines on multiple projects. 2. The company must understand and be committed to an integrated approach for developing communication materials for the College. 3. Agency must have its own in-house production facilities on premise for television, radio, newspaper, billboard and other advertising product creation. 4. Agency must have at least one year experience working with advertising for higher education institutions. 5. Agency must be conveniently located, to accommodate daily/weekly meetings as needed with the College to make deadlines for recruitment timelines. These meetings will vary in scope and topics, from strategic and creative consultation to timeline development, photography review, layout development, copy review and other steps of the design and production process.
