1.31.08 Instances of terrorism Clinton admin – terrorism is “locked in” and framed exclusively as a law  enforcement issue.  PDD 39 = lead agency in dealing w/ terrorist attacks against American  citizens/property is the FBI.  - FBI = law enforcement agency - Acts after the fact – investigations,manhunts, etc. w/ eventual  goal of sending the bad guys to trial/jail – It’s  REACTIVE  (not proactive) - No preventative detention, etc. Thus it’s limited as a tool of  counterterrorism - When they investigate things that already happen, standards of  investigation are very specific. Standards of evidence  applicable in American courtrooms.  Larger pattern of 90s terrorist attacks was missed: - Early in the decade (1 st  wtc bombing, Yemen hotel attacks…) no way  to see the pattern at the time Our responses to attacks fed their narrative:  Clinton administration’s response was to respond w/ standoff weapons  regardless of situation Structured in such a way as not to risk American lives What they took away from it was – “we’re right; no matter what the  situation, the US will never take risks”  We kept unknowingly building that perception of ourselves Kosovo contributed too: we went there to defend kosovars from  ethnic cleansing but we did it w/ air power – not by risking American  troops.  o Not particularly well suited to fighting human rights abuses, but that  was what we did, and we announced that we weren’t putting

servicemen & women on the ground o Pentagon was told that under no circumstances were American  pilots to be put at risk – 0 casualties = goal o Pilots weren’t allowed to bomb below 15000 feet. Guaranteed that  mistakes would be made: no service members lost, but there would  be civilian losses on the ground. Clinton was really the one that made Osama Bin Laden a star o After embassy bombings, speech that Clinton gave (about sending  cruise missiles in retaliation) repeatedly mentioned Bin Laden by  name.  o “if you’re going to aim at the king, you need to be sure to kill him” –  we didn’t.  o Before they set off the bombs, they evacuated their training camps  in Afghanistan – when we bombed we were bombing empty camps.
