Failure of the Articles of Confederation and foreign threats made a confederation OR multiple independent countries not feasible. Thus, our federal system was a pragmatic compromise. National vs State Power Steady long term trend of growing national power relative to the states. o Scope of policy demands. o Expanding level of social and economic integration. Many events have provoked a strong national response Civil War Great Depression War on povery Homeland security Each has been followed by a partial push back from the states Parallel swings in the Supreme Court over time. How does the National Gov’t get states to cooperate? Unfunded Mandates Matching grants/incentives o Block grants vs categorical grants o About 20% of states’ spending comes from federal grants o Federal grants are redistributive across states. o
