To be a city, what we need is size, specialization and integration into the surrounding areas.  What are the possible reasons and causes of city formation? The Tigris and Euphrates both have an unpredictable flooding pattern. They carry sediments but  only far downstream. Very little overbank deposits.  All early cities were based on extensive and intensive use of the outer land around the river.  The first cities needed agriculture.  None of the regions with the earliest agricultural regions developed cities.  Villages and small towns appeared in Mesopotamia before cities appeared. These villages  traded and farmed.  Agriculture played an important role in these communities. It was hard to grow things in that
