    N.C. Open Meetings Law Applies to a public body -- “an elected  or appointed authority, board,  commission, committee” etc. of state or  local government that has two or more  people and has one of the types of  power listed in the law.

    N.C. Open Meetings Law Advisory boards are included, as are  committees of all the public bodies  described in the law.  Government  agency staff meetings need not be  open.

    N.C. Open Meetings Law Open meetings must be held if a public  body wants to hold a public hearing, just  deliberate or take action.  Members of a  public body can gather socially as long  as they don’t conduct public business.
