Steven Horwitz' claim that private enterprise is superior to governmental action in responding to  natural disasters is a strong one based on Walmart's response to the Katrina disaster incident,  however, I think it is too much of a "blanket statement" and does not prove his point convincingly  other than in this instance that private enterprises are always ready and able to respond and act in  the event of natural disasters.  Horwitz made some good points based on the Katrina event by comparing the actions of Walmart to  the (in)actions of FEMA.  The picture painted was that Walmart was efficient and ready - and if none  the wiser, one would think that Walmart's sole purpose in business was not to maximize profits but  aimed at being the chief aid for natural disasters.  On the other hand he painted a picture of FEMA  as inefficent and shortsighted which lead to its ultimate failure in handling Katrina.  While they may
