April 8 Government Democratic Success Must be a connection between public opinion and government action. Measure what the people want. .. then, measure what the government is actually doing. 1. Must be an issue that is somehow within the public domain/consciousness. 2. In order for the government to do what the people want, it has to be clear that a fair majority of the people actually wants something. .. for example: 40% of public pro-choice, 40% pro-life, 20% changes opinion. No clear majority in this case. 3. Must be able to observe what the government actually did. When all those conditions are met (public is aware of the issue, has a clear opinion on the issue, and it's possible to observe what the government has done). .. political scientists have concluded that about 60% of the time, the government does what the people want. Is that enough to make us satisfied that we have a good democratic government? should the people get what they want in all situations? Tyranny of the majority. .. to take away democracy. Test Review for lectures on Congress : most of the concepts illustrate this argument: 1. localism causes fragmentation of power within Congress 2. fragmentation of power causes irresponsible, incoherent policy
