ES 125B – LAND USE AND PLANNING LAW Linda Krop/Spring 2009 This course is a continuation of ES 125A: Introduction to Environmental Law. Whereas ES 125A focused primarily on constitutional principles and federal environmental laws, this course will provide an overview of the role of state and local agencies in environmental law and regulation. The course will cover land use and planning constitutional and legal principles, general plans, zoning, subdivisions, environmental review, coastal development and resource protection, initiatives and referenda. We will also address the administrative and judicial processes that apply to land use and planning functions, and limitations on the exercise of agency regulatory power. Class discussions and guest speakers will provide an opportunity to relate course readings to current topics and issues. Instructor : Linda Krop, [email protected] , 963-1622, x106 (work).
